Par contre, pour 3500 Kwh, la n\u00e9gociation risque d&rsquo;\u00eatre courte, sinon inexistante. Un abonnement cher (par exemple pour les adductions d&rsquo;eau en commune rurale) peut \u00eatre justifi\u00e9 techniquement. Mais, \u00e0 l&rsquo;heure actuelle, un gros consommateur b\u00e9n\u00e9ficie d&rsquo;un avantage.<\/p>\n<p>Or, il existe bien entendu une autre mani\u00e8re de faire. Il s&rsquo;agit des tarifs progressifs qui ont \u00e9t\u00e9 utilis\u00e9 dans plusieurs types d&rsquo;\u00e9conomies. Il existe une norme, et si l&rsquo;on d\u00e9passe la norme, le tarif augmente, voir explose&#8230;<br \/>Les 220 000 kwh d&rsquo;al gore lui p\u00e9sent peu : 3000 $ par mois ? pas grand chose pour lui. Avec ce montant vivent plus de la moiti\u00e9 de ses concitoyens. F\u00e9ru d&rsquo;\u00e9cologie, il serait donc bienvenu de montrer l&rsquo;exemple. De plus, monsieur al Gore ne serait v\u00e9ritablement pas tr\u00e9s malheureux de payer 6000 ou 9000 $ pour la m\u00eame consommation.<br \/>Mais, si \u00e0 l&rsquo;ensae on apprend la statistique, on apprend pas son fondement : le choix politique. En effet, le march\u00e9 repose sur la n\u00e9gociation, et la rar\u00e9faction d&rsquo;un bien, par exemple l&rsquo;\u00e9nergie ne repose que sur un levier : l&rsquo;exclusion. Il n&rsquo;y a pas si longtemps, en France, \u00e0 des p\u00e9riodes plus troubl\u00e9es, on utilisait le <a href=\"http:\/\/ppognant.online.fr\/tickets%2001.html\">ticket (de rationnement<\/a>). La r\u00e9partition par le prix veut dire soci\u00e9t\u00e9 d&rsquo;abondance, o\u00f9 les besoins de chacun peuvent \u00eatre, grosso modo, satisfait.
